In accordance with F.S. 255.0525(2) The City advertises requests for Bids, Proposals, and Qualifications in the Florida Times Union in the Legal Section. The Procurement process is outlined in the City’s Purchasing and Contracts Ordinances found in Sections 2-236 through 2-410 of Code of Ordinances.
All Vendors or Contractors submissions shall include an executed debarment certification, Sworn Statement, Insurance Certificates naming the City as a certificate holder and IRS Form W-9. A person or affiliate who has been placed on the State of Florida convicted vendor list following a conviction for a public entity crime may not submit on a contract to provide any goods or services to a public entity, may not submit on a contract with a public entity for the construction or repair of a public building or public work, may not submit on leases of real property to a public entity, may not be awarded or perform work as a Contractor, supplier, Subcontractor, or contractor under a contract with any public entity, and may not transact business with any public entity for a period of 36 months from the date of being placed on the convicted vendor list.
The City of Neptune Beach reserves the right to reject any and all bids, to waive any informality, to re-advertise for request of bids, and/or to accept that bid which is in the best interest of the City. Submissions received either by mail, courier, delivery, hand delivered or any other method to the wrong location or after the stated time and date shall not be accepted. Any firm(s) or individual(s) adversely affected by the City’s decision shall file, in writing to the City Manager’s Office, a Notice of Protest within 72 hours after the selection by the City. Failure to file a written Notice of Protest shall constitute a waiver of proceedings under Chapter 120.57(3)a(3) F.S.
Notice to Bidders: during the advertisement and selection process all prospective firm(s) or individual(s) are hereby instructed NOT to contact any Elected Official, City Manager, or City Employee related to the Request for Bids, Qualifications or Proposals. This shall include from the time the Request is advertised until the time that the selection has been made. Unauthorized contact with the City’s Elected Officials or City’s Staff may result in rejection of the bids. All communications with the City shall be in writing to the office indicated in the advertisement. Electronic forms of communication, such as but not limited to emails, text messages, or instant messaging shall not be accepted. No oral statements of any person whosoever shall in any matter or degree, modify or otherwise affect the terms of the Contract Documents.
