The City Clerk's office is located in the City Hall Building at 116 First Street. The office hours are Monday through Friday, 9:00 a.m. to 5:00 p.m.

The City Clerk Department provides support to the City Council and a variety of administrative services to all City departments and the public. Record's Management includes tracking, storing, and disposing of all city records in accordance with state law. Agenda preparation includes reviewing items, gathering additional information as needed, attending all City Council meetings and other city committee and board meetings, and recording and composing the minutes. Advertising includes preparing and distributing notices of all public hearings and meetings on special issues. Administration of municipal and city employee elections includes compiling information packets and assisting candidates in filing for office.

Mission Statement

The mission of this department is to provide high quality customer service to the City Council, general public, city staff and other government agencies. We pledge to be neutral and impartial in rendering equal service to all.

City Records

The City Clerk's office maintains all of the official records for the city. These records include Minutes of City Council Meetings and all board meetings, Ordinances, Resolutions, Agreements, Contracts, etc.

All records are available for the public to view or request copies. There may be a charge for copies. Police records must be requested through the Public Safety Department.

Elections

Council

City Council holds Regular Council Meetings on the first Monday of each month and Workshop Council Meetings on the third Monday of each month. Special Meetings are called for as needed.

In Florida there is a law known as "THE SUNSHINE LAW" that requires open meetings where proper notice must be given. We welcome your attendance and encourage you to see your government at work.

Committees

Ish Brant Beautification Committee
This committee meets twice a month and focuses on ways to beautify the city.

Boards

Code Enforcement Board
The purpose of this board is to promote, protect and improve the health, safety and welfare of the citizens of Neptune Beach by enforcing the laws and codes of the city. The Code Enforcement Board meets on the second Wednesday of the month.

Community Development Board
The Community Development Board is designated as the local planning agency. As such , the board is created to carry out the functions of a local planning agency pursuant to the requirements of the Florida Statutes, Chapter 163, and to review and recommend action to the city council on (i) special exceptions and land use policies; (ii) preliminary development plans; and (iii) variance requests for property located within the C-1, C-2, C-3, conservation and the CBD zoning districts submitted under the provision of the Code. This board is also established to hear administrative appeals and applications for variances in the following zoning districts: R-1, R-2, R-3, R-4, and R-5. The Community Development Boards meets the third Wednesday of each month.

Civil Service Board
To advise City Manager and Council on personnel matters; to hear appeal of employees who may be aggrieved by decisions of their superiors.

Board of Trustees of the
Police & Firefighters Retirement Fund

To administer the Pension Plan of the city for Police and Firefighters.
