2016 Election Information:

The City Clerk is the Supervisor of Elections for all city elections. Elections take place on the first Tuesday following the first Monday in November of all even numbered years. The term of office begins on the first Tuesday in December and is a four-year term.

City of Neptune Beach / Election Announcement and Update:

Qualifying week officially closed as of 12:00 p.m. (Noon) on June 24, 2016. The city is pleased to announce Incumbent, Councilor Scott Wiley will return to his seat unchallenged and Rory Diamond, also being unchallenged, will fill Seat 3, formerly held by Councilor Kara Tucker.  Congratulations to Scott Wiley and Rory Diamond! 

September 7, 2016 / City of Neptune Beach / Election Announcement and Update:

With the Primary Election over on August 30th, our qualified candidates for Mayor in alphabetical order are; Elaine Brown and Bob Shimp.

The deadline to register to vote in the General Election  on Tuesday, November 8th is October 11th.  On November 8th the polls open at 7:00 am and close at 7:00 pm. The Jacksonville City Council will canvass the returns and declare the official results at a meeting following the election.   

The City encourages all of our residents to vote at their designated precinct:

  • Precinct 1305 – Beaches Branch Library, 600 Third Street:  Registered voters residing on the Northside of Florida Boulevard from the Ocean to the Intracoastal Waterway.  
  • Precinct 1309 – Neptune Beach Senior Center, 2004 Forest Avenue: Registered voters residing on the Southside of Florida Boulevard to Seagate Avenue from the Ocean to the Intracoastal Waterway.

Qualifying Period:

June 20, 2016 Noon - June 24, 2016 Noon - Ended

If a candidate subsequently decides not to run, they may have their name removed from the official ballot by filing a notice of withdrawal with the City Clerk no later than the last day of qualifying. Any candidate who has not withdrawn their nomination by the last day of qualifying cannot have their name removed from the ballot.

Beaches Library on Third Street and
The Senior Center at the end of Forest Avenue.

In order to qualify as a candidate a person must: Qualifying has ended for 2016

  • Be a Neptune Beach resident for at least six months
  • Complete a nomination form with signatures of at least 25 qualified electors
  • Sign an acceptance of nomination by candidate form
  • Pay a State Fee 1% of salary of office sought
  • Pay City Qualifying Fee - $100 for Mayor or $50 for Councilor
  • Qualifying Fees

Election Packets: Not available for 2018 Election at this time.

Election packets can be picked up in the City Clerk's Office 9-5, Monday through Friday.

The handbook contains election laws, report forms, political sign regulations, precinct locations, precinct maps, and a variety of additional materials relating to campaign financing and running for public office.


You MUST file your DS-DE9, Appointment of Campaign Treasurer and Designation of Campaign Depository prior to:

  • Opening a checking account; (you may visit the bank to inquire what their policy is but do not open the account!)
  • Accepting a contribution (from yourself or anyone else);
  • Making campaign expenditures; and
  • Circulating candidate petitions.
  • Once you have filed your paperwork with the Neptune Beach City Clerk…..all of the above are allowed.
